The overall objectives of the West Yorkshire Local Travel Plan (WYLTP) relating to cycling are:
Delivering accessibility
(A) – To improve access to jobs, education and other key services for everyone.
Safer roads (S) – To improve safety for all highway users.
Tackling congestion (C) – To reduce delays to the movement of people and goods.
Better air quality (AQ) – To limit transport emissions of air pollutants, greenhouse gases and noise.
Effective asset management (M) – To improve the condition of the transport infrastructure.
The WYLTP plans to use a number of strategic elements to fulfil these objectives and following elements have relevance for cycling:
- A1 – Improve physical accessibility by making bus stops more accessible, improving continuity and signage of cycle and walking routes.
- AQ2 – Encouraging more sustainable transport.
- S1 – Provide an appropriate road environment with facilities for each user group.
- S2 – Provide the relevant skills for drivers, riding, walking and cycling.
- C5 – Encourage more walking and cycling.
- M1 – Maintenance of roads and footways.
The targets relating to cycling in the WYLTP are:
A 10% increase in overall cycling levels by 2009/11 from 2006 levels.
A 20% increase in cycling trips to Leeds centre during the AM peak (0730-0930) by 2010/11 from 2006 levels.
