Proposal to designate land where free printed material may only be distributed with consent.
Leeds City Council has decided to designate land where free printed material may only be distributed with a consent from the Council. As the principal litter authority the council can designate land in the city (under Section 94B and Schedule 3A of the Environmental Protection Act 1990), which cannot be used for the distribution of free material, without permission.
Following consultation, amendments have been made to the original proposals and to the area designated.
The area will comprise the City Centre and areas of Hyde park and Headingley. The consents will be chargeable, and will last for 1 year, cheques must be made payable to Leeds City Council. They are subject to conditions. The restrictions will come into effect on 15th September 2006.
