Bridges Section are responsible for the management, maintenance, strengthening, inspection, assessment and monitoring of highway structures ie bridges, tunnels, retaining walls and sign/signal gantries owned by Leeds City Council.

Footbridges are managed and maintained by either the Bridges Section or the Learning and Leisure Department, depending on its size, importance and location. Other owners of highway structures within Leeds include the Highways Agency, Network Rail, British Rail Property and British Waterways. 

Bridges Section also carries out design and construction of maintenance, strengthening and new projects for highway structures, - policy development for management and maintenance of highway structures,- and the management and monitoring of abnormal load movements throughout West Yorkshire.

Bridges Section carries out regular inspections, maintenance and strengthening programmes to make sure that bridges and other structures are safe and efficient for traffic movement. Work carried out under the strengthening programme relates to the EU Directive (85/3/EEC) setting the maximum gross vehicle weight at 40 tonnes. The programme gives priority to substandard bridges on principal roads ie 'A' roads.

The government provides funding every year through the Local Transport Plan settlement, to help local authorities maintain and improve the condition of the roads and bridges in their area

Additional information
The service includes the implementation of the New Roads and Street Works Act 1991 (NRSWA) in relation to Streets of Special Engineering difficulty (SSEDs) where highway structures are affected.

Provision advice on matters relating to highway structures under the Highways Act 1980 Section 38 and Section 167 Agreements.
