This page describes parking schemes that allow residents and tradesmen to park for a short time in places where parking is normally not allowed.
Suspensions
A suspension will allow commercial vehicles to park on pay and display and limited waiting bays throughout Leeds for longer than the permitted hours. This applies to the public highway (known as on street) and some car parks (known as off street parking).
There are specific circumstances where parking restrictions may be suspended. These often involve building or refurbishment work but can include activities such as domestic removals, filming, specials events or other commercial activities. Charges apply – see attached guidance notes.
A suspension can also be requested to park in a residents’ permit zone during the hours the zone is in operation, see tradesman’s permitted scheme below.
Tradesman's permitted scheme
If you want to park your vehicle in a residents’ parking zone you must display a valid permit for the area. If possible you should get a visitors permit from the resident and then hand it back when you have finished the work.
If a visitors permit is not available directly from the house you are working in, you can apply for Tradesman’s permitted permission. This could be because you are working on an empty property or there are more vehicles than permits. You can find more information in the guidance note and application form attached to this page. Permits are free for up to two hours and there is a charge after that.
Dispensation
We can allow vehicles to park on a yellow line or in a parking bay for a period of time where the usual 20 minute loading period would not be long enough and the vehicle needs to park in that particular location. This is called a dispensation.
Examples include for scaffolding, sandblasting work or when cables or tubes run from a vehicle to inside a building, or glazing where a glass rack is fitted to a vehicle.
