Leeds City Council are shortly to implement a city wide street trading consent scheme under the Local Government (Miscellaneous Provisions) Act 1982.
Existing traders sited on adopted highways at various locations outside the City Centre, Roundhay Park and Elland Road, currently trade without consent and as such, do not pay a licence fee for this privilege. In order to regulate this activity, to ensure equitability for traders and enhance the amenity for all Leeds citizens, the Council intend to seek consent street status across the whole city. The consequence of this means that all existing highway traders and any potential new traders will have to obtain consent from Leeds City Council prior to trading after the scheme is implemented on 1.1.08.
The way of obtaining a consent for the scheme will be through a tender process. Potential or existing traders interested in applying for tender for consent to trade may now contact:-

The anticipated timescales for the consent status to be implemented is early 2008. The tenders process will be released in three stages, the first stage is due late November 2007. The other stages will follow early 2008.
