Under the Gambling Act 2005 Leeds City Council licences all casinos, bookmakers, casinos, amusement arcades and bingo halls as well as issuing various other gambling permits.

As part of this legislation we are required to publish a statement of licensing policy which shows how we will promote the three licensing objectives of:

  • preventing gambling from being a source of crime or disorder, being associated with crime or disorder or being used to support crime
  • ensuring that gambling is conducted in a fair and open way
  • protecting children and other vulnerable persons from being harmed or exploited by gambling.

Public Consultation 

The council updated the policy last year to include a section on the large casino and took the opportunity to make a number of minor changes which related to changes in the legislation.  However we are still required by the law to review the current policy on a three yearly basis from January 2007, despite any revisions made in the interim. 

Given the very recent policy review it is not the intention of the council to make any changes to the current document.  We are however open to any views of residents and organisations working in the Leeds area and other interested parties. You can view the current policy document here.  The consultation period will run for 12 weeks between 12th March and 1st June 2012.

At the end of the consultation period, the council will undertake a review of the comments received.  We will produce a report which describes the responses received, and any changes that may be required as a consequence.  Although we intend to protect the personal information included in the responses we receive from individuals, the contents will be included in the report.  Please indicate if this is of concern to you, or if you would specifically like your details to be released.
