Abbey Mills is a Grade II Listed complex of buildings in the centre of Kirkstall. However, a large proportion of the complex is currently vacant and a number of significant buildings within the site are in need of major renovation work.
In December 2004 Leeds City Council's Executive Board considered a report on the need for capital investment at Abbey Mills and the nearby St Ann’s Mills small industrial units and the possible options for the future of these two sites. The Executive Board decided that the preferred option was to carry out further investigations into the potential for selling Abbey Mills (for conversion to residential use) and to re-invest the proceeds in St Ann’s Mills.
In accordance with this decision, a draft planning and development brief was prepared to show how the conversion of the historically important Abbey Mills could be undertaken. Following public consultation, Executive Board approved the brief in July 2006.
