In March 2009 we declared level 4 of the equality standard. The standard had provided us with a mechanism for considering equality and diversity in a systematic way. It encouraged the use of appropriate tools such as impact assessments, equality monitoring and consultation and was considered a worthwhile improvement process. It had the added benefit of being a best value performance indicator and therefore benchmarking could take place against other local authorities.
The Improvement and Development Agency (IDeA) formally reviewed the equality standard and developed it into the equality framework. This was available from April 2009. Having concentrated on level 4 of the equality standard we then considered its approach to the new equality framework
The equality framework for local government builds on and develops the work councils have done on the equality standard for local government. The objective of the equality framework for local government is to mainstream equality into authorities’ key performance management systems so that equality objectives do not sit apart from core council business.
The five areas of performance are
- Knowing your communities and equality mapping
- Place shaping, leadership, partnership and organisational commitment
- Community engagement and satisfaction
- Responsive services and customer care
- A modern and diverse workforce
