Leeds Housing Strategy 2005-2010 and Contributory Strategies

In December 2003 the Government Office of Yorkshire and the Humber agreed that our Housing Strategy 2002/03 - 2006/04   was 'Fit for Purpose'. This was on the understanding that we would have to review of the strategy and action plan, and take into account changes in the housing markets at national, regional, sub regional, city wide and area levels.

We completed the review of the Leeds Housing Strategy in June 2005.  The Leeds Housing Partnership produced the strategy with the full range of housing partners in Leeds.  In November 2005 the council's Executive Board approved the strategy. Following this we submitted it to the Government Office for Yorkshire and the Humber for assessment.

Our vision
The vision of the Leeds Housing Strategy is to create and maintain sustainable and cohesive communities.

The strategy contains actions that
  • aim to ensure that all neighbourhoods across the area are ‘decent places’ where people want to live;
  • achieve decent homes for all Leeds residents and
  • tackle difficulties or disadvantages in accessing housing or housing services.

These actions will deliver housing provision that is of a decent quality, that is well-managed and maintained and which meets the needs, requirements and where possible, the aspirations of the current or potential residents of Leeds.

The Leeds Housing strategy is linked to other plans and strategies including

  • The Leeds regeneration plan,

  • Urban renaissance plans
  • the five district housing strategies
  • and a series of contributory strategies relating to housing.

The BME  Housing Strategy and Action Plan and the Older Persons Housing strategy and Action Plan have been developed alongside the review of the housing strategy. These documents will also be approved at the November meeting of the Council’s Executive Board.
