Service delivery principles

Planning performance agreement charter for largescale major developments
From 1st April 2008 a new charter has been introduced to provide a framework for the management of largescale major and other regeneration projects which really make a difference to Leeds.  These are defined by central government as those involving more than 200 residential units, or on sites of 4 hectares or more or comprise of large scale, non-residential developments of other 10,000 sq.m or where the site area is greater than 2 hectares.

The charter provides a collaborative development team approach and promotes early consultation and discussions between developers, the Council, local councillors and their communities.  A leaflet with more details and key contacts can be downloaded from the right hand side of the screen.

Major Development Proposals

1. Pre-Application Discussion - Major Development:

We welcome and encourage pre-application discussion of major development proposals. We recognise that applicants will require this discussion to provide advice which

  • is reliable
  • covers all issues which may arise in relation to the development proposed
  • is consistent
  • will add value by minimising uncertainty and delay in the formal application process for the development concerned
  • relates to the formal application and the range of supporting material which may be required.

2. An Integrated Approach
At both pre-application and application stages we offer an integrated response to applicants, which will incorporate

  • all Department inputs (e.g. policy, design, conservation, contamination) co-ordination of planning and building regulation issues
  • input from other Council Departments as appropriate
  • we aim to provide this response through a single point of contact.

3. Project Management of Cases
We will provide a project management approach to cases through which we will offer

  • the integrated approach referred to above
  • the management of the third party consultation process
  • regular progress/update reporting tailored to the particular requirements of the case
  • to broker liaison and discussion with external bodies (e.g. English Heritage, Environment Agency, HSE)
  • to facilitate presentations of proposals to relevant Councillors as appropriate in the case of larger/more complex/contentious schemes
  • promoting the drafting of Section 106 agreements concurrently with the processing of the planning application
  • to jointly agree a programme/timetable for the case, including target dates for determination; in response to the needs of the applicant’s development programme
