The City Council is preparing an Area Action Plan (AAP) to provide the future planning framework to guide the regeneration of an area of the Lower Aire Valley extending between Leeds City Centre and the M1 and beyond. This area is referred to as Aire Valley Leeds

Earlier consultations

Work has been in progress since 2005 when ‘Early Issues for consultation’ was published.

In April 2006, the council consulted on some Alternative Options on how the area might be developed.

 The Preferred Options

Comments on the plan so far have helped to write the Preferred Options.  This latest document allows the council to present their chosen options for the future development of the area and describe why other alternative options have been rejected.

The Aire Valley Leeds AAP Preferred Options set out the council’s future planning policy for Aire Valley Leeds. 

  • The plan shows the location and type of land use change the Council will prefer over the next 15-20 years. 
  • The AAP will complement efforts to regenerate the area, by making sure that the right land is available for new housing, greenspace, employment, schools, shops, health and community facilities.
  • The preferred options have been divided up into seven subject themes, namely; employment, housing, town centre uses (offices, leisure and shopping), waste management, recreation, transport and urban design.
  • The Aire Valley has been divided into 11 “character areas”.  These areas are defined by a combination of physical barriers, land ownerships, existing land uses, and potential for new development.

The examination of the draft AAP will be submitted to a Planning Inspector Spring 2010, where there will be a further consultation period and a chance for you to comment.
