The study of the A6120 Ring Road has now been completed by Scott Wilson Kirkpatrick consultants. The Phase 3 Final Report can be downloaded from this page which details the consultants' recommendations from the study. Further work is now necessary to examine and develop these proposals to a greater level of detail. A copy of a report to the Council's Executive Board (18th January 2006) provides information on the consultants' final recommendations and outlines proposals for the further development work which is required to refine the proposals.

Background
The council commissioned a study of the A6120 Leeds Outer Ring Road between the M1 at Austhorpe to the A647 at Dawson’s Corner. Scott Wilson consultants were awarded the study in February 2003. The aim of the study was to investigate the current function of the route and issues affecting all modes of travel over the length of the route and to develop a strategy and solutions to address these issues. De-trunking
The A6120 between the M1 at Austhorpe and the A660 at Weetwood was de-trunked in April 2003, in line with the Department for Transport's policy of relinquishing responsibility for routes which are no longer considered to form part of the core national road network. Since April 2003 responsibility for the road has transferred to Leeds City Council as the local Highway Authority.
The study
The study was intended as a fundamental review of the A6120 route, including consideration of the implications for the A6110 Southern Ring Road and, jointly with the Airport Company, a review of road access to Leeds Bradford International Airport. This complemented the reviews being undertaken of public transport access to the Airport.
The study had the following three main phases:
- Phase 1 - a baseline assessment of conditions on the A6120 Ring Road corridor which identifies current problems and issues including: definition of its strategic role, traffic issues, road safety, public transport, cycling, pedestrians, health and environmental issues
- Phase 2 - the use and adaptation as necessary of the Council’s transport models and other appropriate techniques to identify suitable strategies and measures for the routes and an assessment of scheme options
- Phase 3 - final recommendations regarding a preferred strategy for the route which includes a full appraisal of the economic, social, health and environmental impacts
