The promotion and protection of town centres is a key element of City Council policy.
It reflects government advice contained in 'Planning Policy Statement (PPS) 6, Town Centres and Retail Developments' and policies S2 and S3 in the Leeds Unitary Development Plan.
Action plans are a means of identifying, addressing and implementing initiatives, and require regular monitoring to check that objectives are being met and to allow for new issues to be considered. They are produced is association with local partnerships, which represent business and community interests.
