Work carried out under the strengthening programme relates to the EU Directive (85/3/EEC) setting the maximum gross vehicle weight at 40 tonnes. The programme gives priority to substandard bridges on principal roads ie 'A' roads.

The government provides funding every year through the Local Transport Plan settlement, to help local authorities maintain and improve the condition of the roads and bridges in their area
