Neighbourhood Planning – background and update 

Neighbourhood planning is one of the five key measures in the Localism Act 2011 and  relates to the production of neighbourhood plans, Neighbourhood Development Orders (NDO) and Community Right to Build Orders (CrTB). It devolves some planning powers to parish councils, town councils and neighbourhood forums.

The Council are currently preparing a guidance note on neighbourhood planning for Leeds (including information on how the Council can support you). This will be presented to the Council’s Executive Board meeting on 20 June and published shortly afterwards.

Leeds Neighbourhood Planning Pilot Areas 

Holbeck, Boston Spa, Kippax and Otley have been selected by the Department for Communities and Local Government as national neighbourhood planning pilot areas. Each area has been awarded £20,000 to help prepare a neighbourhood plan.

Designation as a Neighbourhood Planning Area Consultation 

The parish councils of Aberford, Bardsey-cum-rigton, Barwick in Elmet and Scholes, Bramham, Collingham with Linton Parish, Thorp Arch, Walton, and Thorpe Arch, have submitted requests to be designated as neighbourhood planning areas.

This means that they intend to prepare a neighbourhood plan for their area. As part of this application each parish council has submitted a proposed boundary for their neighbourhood plan and a brief statement on why the boundary is an appropriate one. (see attached)

We would like to hear your views about the proposed Designation of a Neighbourhood Area. Please send us your comments using the Response Form available. You can either

This consultation runs from 25th May 2012 to 6th July 2012, consultation responses should be received no later than 5:00pm on 6th July.

Progress in Leeds - Executive Board meeting 20th June 2012 

The Council’s Executive Board will consider governance, protocol and how support will be provided to local communities at it’s meeting on 21st June. This report will be available on the Council’s website 5 days before the meeting.
