The Peace and Emergency Planning Unit (PEPU) is responsible for ensuring Leeds City Council are prepared and ready to provide support to the Emergency Services in an emergency incident, and lead in assisting the community in the recovery and return to normality.

The scope of PEPUs work includes:

  • Preparation and maintenance of the Council's Emergency Plans, enabling the Council to respond to a variety of incidents. More information on these plans can be found in the ‘Emergency Plans’ document.
  • Supporting the emergency services in emergency incidents. More details can be found on the ‘What is Leeds City Council’s role in an emergency’ page.
  • Preparation of comprehensive training and exercise programmes to test emergency plans. More details can be found in the ‘Exercises and Training’ document.
  • Liaison with a wide range of council and external partners in several forums to ensure the relevance of its procedures. More details can be found in the ‘Partnerships & Liaison’ page.
  • Monitoring major issues of public safety and maintaining links with the district’s peace groups to develop projects. More details can be found in the ‘Peace Work’ page.
  • Leeds City Council’s first contact point for the emergency services.
