Leeds City Council is making a major contribution to the regeneration of Little London and Beeston Hill and Holbeck through a Private Finance Initiative (PFI). The Council has been awarded PFI credits by the government and is now undertaking the procurement of a contractor for the works.

The PFI contract with the private sector will be for the refurbishment of council properties, construction of new council homes, some environmental improvements and maintenance of all elements over a 20 year period. The PFI regeneration project contributes to the wider regeneration plans for Little London and Beeston Hill and Holbeck.

The partnership

The regeneration of Little London and Beeston Hill and Holbeck is being led by Leeds City Council in partnership with the Arms Length Management Organisations (ALMOs) which are not-for-profit companies set up by the Council to manage and improve Council housing stock. West North West Homes Leeds is the ALMO for Little London and Aire Valley Homes Leeds is responsible for Beeston Hill and Holbeck.

Where are we now?

Leeds City Council is currently managing the appointment of a housing regeneration contractor. The successful bidder will be contracted to carry out the refurbishment works, new build as well as repairs and maintenance of council homes for 20 years. The procurement process is complex and a stringent set of standards have been set by the Council to ensure the works and services are delivered effectively and efficiently giving best value for money. On-going consultation with the community will also make sure that the final agreement between Leeds City Council and the chosen contractor is relevant and specific to local needs.

The project is currently in the final stages of the appointment process with two bidders, Regenter and sustainable communities for Leeds (sc4L), competing for the contract.

The bidding companies submitted an interim submission in August 2009 for assessment by the Council. This has enabled the Council to ensure that both bids are worked up to an acceptable level of detail.

Bidders have now submitted their Final Tender bids for evaluation by the Council prior to government approval for the announcement of a Preferred Bidder.

Community involvement

A Community Advisory Group (CAG) has been established for each area providing a valuable input into the regeneration process and the appointment of a contractor. Members of this group have looked at design issues and plans, visited other regeneration projects and provide information on the regeneration plans to the wider community.
