Which buildings are eligible for grant aid under the Townscape Heritage Initiative?

Most eligible properties within the THI have already been externally assessed visually to establish the capacity of the THI to deliver improvements across the area on an equitable basis. This assessment has been made on the basis of need and the significance of the property to the conservation area and in terms of its role within the street scene. Applications will be considered by the THI Programme Board based on the recommendations of the THI Manager. Applications will be based on their merits and subject to the criteria for grant funding.

What type of work is eligible for a Townscape Heritage Initiative grant?

In order to qualify for grant assistance, a comprehensive scheme for buildings will need to be developed in conjunction with THI Manager and appointed architects/surveyors. The type of work that will be considered for grant assistance includes the following

  • Shop front repairs, including signage
  • Re-instatement of architectural features
  • Structural repairs
  • Structural timber repairs
  • Re-roofing, including repairs to chimneys, lead-work and rainwater goods
  • Brickwork and stonework repair and re-pointing
  • Render repairs and re-rendering
  • Joinery repairs
  • Specialist treatments
  • Professional fees
  • External specialised cleaning (where appropriate)

Do you have to use a professional who is registered?
  
If the HLF grant contribution to a project is more than £25,000, the third party grantee must be required to use a qualified professional with relevant conservation expertise to plan and oversee the works.

Are Professional fees grant eligible? 
 

Expenditure on fees for qualified professional advisers is eligible for grant provided they belong to one of the recognised institutions: normally architects (but not architectural technicians) or Chartered Surveyors (members of RICS) with an appropriate level of specialist experience. We encourage the use of professional advisers.

Full professional fees for architectural services are only eligible if the professional adviser inspects work in progress and is responsible for its certification on completion, i.e. the service involves the supervision and certification of works on site up to completion and not just design.
  
Can I do anything I want to my building and get a grant?

No, it is highly recommended that you contact the THI Manager for any changes to the outside of the building. You may be required to go for planning permission or listed building consent prior to applying for a grant.

Are planning fees grant eligible?

Yes, if fees are clearly related to the building and work that is subject of grant.

Is an itemised schedule of works necessary?

Yes, it makes it much easier and allows all of the contractors to price the same work. Without one, each contractor can give different prices and it is difficult to compare them for quality and accuracy.

Is routine maintenance grant eligible?

No, the grant cannot fund works that are everyday maintenance to the building. Only work that is directly related to structural or building repairs, reinstating architectural heritage details or bringing a vacant space back into use are.
