Leeds Regeneration Plan 2005 to 2008

Despite Leeds’ economic success, one in five people in the city still live in neighbourhoods that are among England’s worst 10%. In these areas, one in three children lives in a household where no-one works. People who live in these neighbourhoods:

  • live significantly shorter lives;
  • are more likely to be the victims of crime;
  • have lower qualification levels; and
  • live in the poorest housing and environments.

The Leeds Regeneration Plan sets out the practical steps that partners in the Leeds Initiative will take to narrow the gap between the most disadvantaged people and communities and the rest of the city. Leeds is one of the first cities to take a ‘whole-city’ approach to regeneration rather than purely concentrating on the poorest areas to achieve Government targets.

As well as a city-wide plan, the five district partnerships have produced action plans for the north-east, north-west, east, west and south areas of the city. The partnerships will make sure that the aims and priorities are put into practice in local neighbourhoods and communities.

The Regeneration Plan was formally launched by the Leeds Initiative on 30 November 2005. It will span a three-year period and be reviewed on an annual basis.
