All council services are assessed each year through the CPA framework. This year Leeds City Council has been judged as a three star authority in an independent report by the Audit Commission, continuing to reflect a high level of performance by the council.
The rating incorporates the results of a nationwide general survey into customer satisfaction ratings with local authority services which revealed that 86% of residents think council services have either improved or have been maintained at their already high level over the last three years. For example, waste management, strategic housing, road safety and aspects of crime were all areas in which the council is seen to be achieving success.
It is one of the top 25% of councils nationally for household waste recycling rates and is seen to be strongly engaging with young people, helping to reduce the impact of youth crime on communities, combating exclusion and child poverty and providing good social care support for children and families.
In adult social care the council is rated as serving most people well and as having achieved success in promoting independence for older people, people with disabilities and those with mental health problems.
Overall in the last year, we made improvements against 71% of Best Value performance indicators and a recent review of performance against our Local Area Agreement showed that we were making excellent progress, with 80% of our indicators being ahead of trajectory or on target to achieve the wide range of local priorities that were agreed with Government only last year.
Leeds is one of the largest single tier authorities in the country with a budget of around £2 billion serving a population of approximately three quarters of a million people. It still remains one of the best performing councils compared to other "core" cities of a similar size and it is recognised as providing services in a challenging local context.
