The Lord Mayor of Leeds 2009 - 2010 - Councillor Judith Elliott

Councillor Judith Elliott and Terry her husband of 46 years have both lived in Morley all their lives, and are former pupils of Westerton Primary and Morley Grammar School.  They have a daughter and son, Margot and Andrew, and four grandchildren Phyllida, Guy, Gabriella and William.

In addition they have an extended family, made up of three young Chinese people Allen, Patrick and Wendy, to whom they acted as guides, mentors and guardians whilst they gained their education in this country.

Councillor Elliott represents Morley South Ward on Leeds City Council.

In her younger days Councillor Elliott played competitive hockey and tennis and was for many years responsible for arranging tennis coaching at Tingley Tennis Club.

Over the years Judith and Terry have been involved in various business activities, both in and out of the area.

It is for her considerable and varied charity work stretching back over many years, that she is best known,  Councillor Elliott set up and chaired the Morley Branch of the Save the Children Fund for 21 years, and is still a member of that committee.  She was a member of the Morley Guild of the Royal National Lifeboat Institution receiving a certificate in recognition of her many years of service.  In addition, for many supporting Dr Barnardo's as well as helping with meals on wheels for some fifteen years.

Councillor Elliott took over as Chair of Morley in Bloom several years ago a position which she still holds.  She also set up the Morley Murals Committee, which she has Chaired since its inception in 2003.  In addition she was a founder member and is now the treasurer, of the Leeds Branch of The Royal Society of St George.

After the tsunami in Sri Lanka she was instrumental in the setting up of The Morley for Thirukkovil Charity, which has raised in excess of £250,000 to help the village of Thirukkovil which was so badly hit by the disaster.  She has served as Deputy Chair of that committee since it was formed.

Morley Literature Festival resulted from her inspiration, and she Chaired this committee until recently.  She is a member of the Royal British Legion, on the Board of the Morley Elderly Action, and a Governor of three schools in Morley.

As an elected member of Morley Town Council since its formation in 2000, and of which she is still a member, Councillor Elliott was its Mayor in 2003/04 and its Mayoress in 2008/09.

During her time on Leeds City Council, Councillor Elliott has been on the Board of Aire Valley Homes, and the Health Scrutiny Board.  While at present she serves as a member of the Children's Advisory Panel and is a Corporate Carer.  In addition she is a member of the Corporate Governance and Audit Committee, and a Director of the Craft Centre and Design Gallery: also serving on the Scrutiny Board (Children's Services) and is a member of the South (Outer Area Committee) and the Standards Committee.

The Lord Mayor's Consort - Mr Michael Terence Elliott

Michael Terence Elliott OBE, JP, BA(Hons), DLC, M.Coll.H. has had a passion for sport all his life a former boxing champion at Loughborough College, he played Yorkshire County Cricket with East Ardsely, captained Tingley Tennis Club, Roundhay Rugby Union Football Club and Howley Hall Golf Club.  The latter of which he was President from 1998 to 2007.  Before retirement he was Deputy Head at Roundhay School.

Terry was a member of the Morley Borough Council from 1969 until its abolition in 1974.  Appointed a Magistrate in 1971 he has been Chairman of the Morley Bench and he was Chairman of its Advisory Committee for some six years.  He was Chairman of both the Leeds and West Yorkshire Magistrates' Courts Committees, and was awarded an OBE in 2006 for "Services to the Magistracy and the community of West Yorkshire".

He has been Chairman of the Lewisham Park Management Committee for many years, and for the last three years has been Chair of Governors at Morley High School.

Deputy Lord Mayor of Leeds 2009 - 2010 - Councillor Andrew Barker

Councillor Andrew Barker was born and educated in Leeds and has lived in various parts of the city, settling in Horsforth some twenty five years ago.  He has worked mainly in the Yorkshire area for over 40 years.

Andrew represents Horsforth on the City Council and is also a member of Horsforth Town Council.  Over the years he has served on various Scrutiny Boards and was also a member of the Licensing Committee.  He has chaired the Public Safety and Traffic Committee of the Town Council for nine years.

Councillor Barker has been involved with the floor covering industry all his working life and was proprietor of a retail shop in Otley for ten years.  He now runs a home based business selling carpets and vinyls to both the domestic and commercial sectors.

Nowadays he enjoys gardening and the outdoors, his previous hobbies as a young man included caving/potholing, and other outdoor activities Andrew is a qualified scuba diver and has held a licence for over twenty years.

Andrew and his wife Diane have been married for twenty years and have known each other for over thirty years.

Mrs Diane Barker 

Diane was born and educated in Leeds and attended Royal Park School and West Park High School. 

Diane started her working career at Leeds University then worked in a nursing home in Headingley.  She then spent 3 years working for Andrew in his carpet business in Otley.

 Diane has spent a number of years working in the outside catering business in Horsforth, but felt she needed to get back into social care work.  She took a post with Leeds City Council Social Services department working in different Adult Training Centres around the city for many years and has many fond memories of this time.

 For the last 6 years, Diane has worked for a voluntary organisation where she is the Registered Home Manager caring for people with learning disabilities.

 Diane's interests are cooking, driving, sewing and entertaining family and friends.

Title and mode of address
The Lord Mayor’s full and proper title is "The Right Worshipful the Lord Mayor of the City of Leeds" but it is correct and quite usual to use the short title "The Lord Mayor of Leeds". The proper description for the purpose of printed matter is either:-

"The Right Worshipful the Lord Mayor of Leeds, (Councillor xxxx)" or
"The Lord Mayor of Leeds, (Councillor xxxx)"

and when the Lord Mayor's Consort is present:-

"The Lord Mayor of Leeds and the Lord Mayor's Consort (xxxx and the Lord Mayor's Consort)"

The correct mode of address is:-

"My Lord Mayor" and she is referred to as "The Lord Mayor".

The Deputy Lord Mayor should be addressed as “My Deputy Lord Mayor” and should be referred to as “The Deputy Lord Mayor”.

The Deputy Lord Mayor is normally accompanied by an Officer from the Lord Mayor’s Office from whom advice on matters of protocol may be sought.
