The Council Business Plan 2008-11 was approved by Full Council on 2nd July 2008.  It is an important high level plan as it outlines the business development, organisational change, process transformation and financial planning activities that we will be undertaking over the next three years.  It also ensures that we have the resources in place to deliver these over the next three years.

It is a sister document to the Leeds Strategic Plan 2008-11 which is all about making a difference to the lives of the people of Leeds.  Whereas the Council Business Plan is all about making a difference to the way the council works to enable us to successfully deliver the Leeds Strategic Plan. 

In other words the Business Plan is the smarter working that helps us achieve the better results of the Leeds Strategic Plan.

At the heart of the business plan are three key ambitions for the council which are:

  • To be values-led with motivated and empowered people
  • To act intelligently, using quality information to get better results and
  • To provide value for money and really focus on what is important to the people of Leeds.

These are translated into actions through more detailed set of improvement priorities.  There are also three big ideas which bring together the key themes of the plan and provide focus for our efforts. These are:

  • Reducing our carbon emissions
  • Developing a common understanding of our customers and
  • Exploring opportunities for collaboration.

Many of the improvements in the plan do not work on their own and are linked together. For example, to improve leadership we need to make sure our leaders have good skills, are fully trained, are given feedback, and have clear policies to support them. The Business Plan will help us to co-ordinate these changes effectively.

Leeds Strategic Plan 2008-11

The Council and its partners in the Leeds Initiative have adopted the Leeds Strategic Plan 2008-2011 which sets out a single shared set of strategic outcomes and improvement priorities for the city.  This plan also supports the delivery of the longer term objectives in the Vision for Leeds 2004-2020.

The Leeds Strategic Plan has a number of targets which are integrated into its performance management framework and will be regularly reported to local people, the Council’s partners and national government.  The Leeds Strategic Plan is also the Local Area Agreement for Leeds and contains a number of targets agreed with central government.

Robust measures and clear lines of accountability have been developed for every target in the plan and partners have signed up to help deliver specific targets in the plan.  Progress will be measured and reported regularly to councillors, partners in the Leeds Initiative, government and local people.
