The annual financial plan shows our budget for the year. It also tells you about our services and explains the basics of local government finance. The summary budget shows just the headline figures with far less detail.
In 2011/12 we plan to spend £2.02bn. We can't avoid inflation or the cost of providing services to increasing numbers of vulnerable children and adults, but we've managed to find £45.7m of efficiency savings which help keep council tax low. These efficiencies include
- reviewing how we obtain goods and services
- reviewing working practices and other staffing matters
- reviewing refuse collection
- energy efficiency measures.
Leeds council tax is frozen for 2011/12, which means that yet again it's among the lowest of the large English cities.

We always ask Leeds people what they think should be our spending priorities. We use:
- the Annual Survey (which asks 2,000 households for their views on a range of things),
- the internet and
- the About Leeds free newspaper.
