Financial reporting

The facts and figures of financial reporting are an essential part of how the council answers to the people of Leeds because they show how we use public money. Reports focus on one of two areas: revenue spending on day-to-day things, like running schools and emptying the bins, and capital investment on big items like new roads and buildings which will last for many years.

Revenue

  • The strategic Financial Plan takes a medium-term view of the council's finances. We prepare a new plan every three years, and publish it as part of the Council Business Plan for the same period, and we review and update it every year.
  • The Annual Financial Plan summarises how we intend to use available resources to achieve our objectives during the year. It shows the approved level of departmental spending on specific services and the level of council tax for the year.
  • The Statement of Accounts  is a statutory publication showing how we actually used public money during the year and that we have been honest and responsible. Citizens can comment on the draft accounts, which are then audited independently.

Capital

  • The Capital Strategy and Asset Management Plan outlines our approach to capital investment over a five-year period. It includes an overview of the current asset portfolio and considers the issues we will have to address to realise the objectives of the Council Business Plan
  • The Capital Programme  is an annual publication detailing specific spending plans for constructing new assets and enhancing existing assets. It includes spending to date and indicative figures for future years.

Transactions

  • Leeds City Council is fully committed to the governments transparency agenda, and we are now publishing the ram data of everything we spend over £500 on our opendata subsite
