Energy & Water Management Plan 2003-2008

This Plan outlines the Council's approach to energy and water management, within the context of the Authority's broader sustainable development objectives.

Our aim is to ensure that Leeds City Council adopts best practice in energy and water management and makes a positive contribution to meeting the national and international climate change obligations of the UK.

In 2001/02 the Council:

  • consumed 478,147 Megawatt-hours of energy,
  • emitted 167,921 tonnes of carbon dioxide, and
  • used 1,124,318 m3 of water.

Although considerable savings had been achieved since the baseline year of 1991/92:

  • 21.5% reduction in energy consumption,
  • 20.4% reduction in CO2 by our own efforts, and
  • 38.6% reduction in water consumption.

the Council were concerned that the rate of progress had slowed and given the Council's commitment to continuous improvement, it was evident that action needed to be taken to address this trend.

To this end, the management framework was revised to facilitate an integrated corporate approach, and four long-term objectives were been set for the five-year scope of the Plan. Objectives

  • To reduce CO2 emissions by a minimum of 15% by April 2008
  • To halt the increase in water consumption and effect a reduction of a minimum of 5% over five years
  • To reduce energy consumption by a minimum of 10% by April 2008
  • To constrain expenditure on energy and water within current levels in real terms, subject to market forces
