Our planning framework is illustrated in the diagram attached to this page and the key plans are:
Vision for Leeds 2011 to 2030 - this is the Leeds Sustainable Community Strategy which sets out the long term ambition and aspirations for the city. It has been developed by the Leeds Initiative in conjunction with all local partners, including the public, private and third sectors. The overarching vision for 2030 is that Leeds will be the best city in the UK. This means:
- Leeds will be fair, open and welcoming.
- Leeds’ economy will be prosperous and sustainable.
- All Leeds’ communities will be successful.
Delivering the Vision will require a partnership approach, which will be overseen by the Leeds Initiative Board.
City Priority Plans (CPP) 2011 to 2015 - these are new city-wide partnership plans which aim to identify the key outcomes and priorities to be delivered by the council and its partners over the next four years. The individual strategic partnerships own the plans and are responsible for ensuring the delivery of the agreed priorities. The plans are restricted to a small set of outcomes and agreed priorities so that they are the absolute must do's for each of the partnerships to move forward in delivering our long term vision for Leeds. The CPPs by their nature do not include everything and may be supported by more detailed plans as the partnerships see fit. For each priority, there is a high level action plan and these will be monitored through partnership performance management processes as well as being subject to the Council's Scrutiny process. A number of issues have been identified that cut across several of the partnerships and plans (eg addressing the causes of poverty and inequality) and work is on-going to ensure these are managed in a joined up and coherent way. The Leeds Initiative Board will have a role in ensuring the right approach is in place for these issues.
Council Business Plan 2011 to 2015 - this is the single plan for the council that brings together all the priorities for the council alongside the medium term financial plan. It has two main elements - a small number of cross council priorities and a set of directorate priorities. The cross council priorities are clearly aligned to the council's values and their achievement will require contributions from across the whole of the council. The directorate element of the plan is the Director's priorities/objectives which they will be appraised on regularly and as such includes their role to lead the delivery of the relevant City Priority Plan(s) or Cross Council Priority (as appropriate). These are supported by a small number of high level indicators and targets so that we can continue to monitor business as usual.
State of the City Report – this is the first annual State of the City Report produced for Leeds and is an overview of what’s happening in Leeds in 2011 and underpins the Vision for Leeds, The City Priority Plans and the Council Business Plan.
The report has been commissioned by the Leeds Initiative Board and written by Leeds City Council, the NHS in Leeds and the wider public sector partnership. It sets out a range of key facts about the city, the challenges it faces and the way in which the council, NHS and other public and third sector partners will be working together to secure the best possible prospects for the people of Leeds. The report is for anyone who wants to know more about Leeds - as a member of the community, someone who works in Leeds, visits, learns, does business or invests in the city. The report doesn’t attempt to cover everything. It does provide a high level story of what’s going on in the city and there are many links and references within the report as to where further information can be found.
The Leeds Initiative Board and other partnerships will use the report to assess their progress in delivering improved outcomes for the people of Leeds. The report will be updated annually to coincide with other key reports about the city. Equality and Diversity Position Statement 2011 - This is the first annual Equality and Diversity position statement. It provides an overview of national and local information on some of the issues facing the different communities who live in Leeds. It supports the Vision for Leeds, the City Priority Plans and the Council Business Plan by providing an evidence base that will ensure appropriate consideration takes place across the council and the strategic partnerships to address issues of inequality and poverty. In addition it also helps the council to meet our specific legal obligations outlined within the Equality Act.
The Equality and Diversity Position Statement 2011 has been written by Leeds City Council but we will work with our public sector and voluntary sector partners to broaden the view of equality and diversity in future editions
In addition, individual Service Plans provide information on the specific tasks, actions and resources required to achieve the high level priorities and targets set out in the Leeds Strategic Plan and the Council Business Plan. They are developed every two years at service level and are monitored throughout their life. These plans provide the link through to Team Plans and Appraisals.
