There is a small but significant problem in Leeds caused by horses being kept or tethered on council land without lawful permission or authority. As well as fouling and causing damage to the land, the horses can attack people and cause serious road accidents. They also cause problems for local residents by depriving them of the use of council property.
The council will not permit unauthorised horses to occupy any council property, under any circumstances.
What can the council do ?
The council has the power to remove and impound these animals and works in partnership with the police and a private contractor to remove unauthorised horses from council land on a pro-active basis. However, all impounding is undertaken by the private contractor. For security reasons, the council does not employ staff who can impound horses and the council does not have an equine pound.
Who should I report problems regarding horses to ?
If you wish to report horses which you believe to be illegally occupying council land, then please email horses@leeds.gov.uk, using the referral form where possible.
Dangerous horses which are wandering loose on the road should be referred immediately to the police on 0845 6060606.
Any animal welfare concerns should be reported to the RSPCA on 0300 1234 999.

My horse has been impounded, what should I do ?
If your horse(s) have been impounded, or you have received a notice to remove your animals from council land, then you must comply with the contractor’s procedures/instructions within the specified timescales.
