Our animal health team is responsible for the enforcement of animal health legislation relating to farm and livestock within the city. Our aim is to prevent and control animal disease and ensure food traceability from farm to fork.
This work is carried out by our animal health officers and includes ensuring livestock is correctly identified and is moved with the necessary movement documents and cattle passports. We carryout checks of records at livestock holdings, markets and inspect livestock during transportation. The team also ensures that carcases are disposed of by the correct methods to reduce the risk of disease.
Livestock holding visits
Members of the animal health team carryout record inspections at farms on a regular basis and can provide advice and assistance on:
- Livestock records
- veterinary medicine records
- animal movement licences & passports
- livestock identification
- disposal of livestock carcases
- livestock vehicles – construction and cleanliness
- bio security.
Livestock markets
The animal health team visit livestock markets in order to:
- Ensure that statutory welfare standards are maintained for the livestock that are in the market and during transportation to and from the market
- monitor the bio security rules that are in place to reduce the risk of any potential disease spread
- ensure the livestock at the market are correctly identified and are moved with the correct paperwork. This helps trace animals in the event of a disease outbreak.
Transit checks
The animal health team work with the police and the Vehicle and Operator Services Agency (VOSA) to carry out transit checks:
- Stop and inspect livestock vehicles to ensure that statutory welfare standards are maintained for the livestock during their transportation
- ensure that the vehicles are constructed and used correctly for the transportation of livestock
- ensure that the livestock are correctly identified and are moved with the correct paperwork.

Animal movement licensing
Since the Foot and Mouth out break of 2001 strict controls for the movement of livestock have been in place. This involves the use of movement licenses for sheep and goats, pigs and deer.
Pig movements
Changes to the way pig movements are licensed now requires that all pig keepers register with BPEX EAML2 an organisation that will be responsible for recording and issuing pig movement licenses.

Movement documents can be obtained from the animal health office at the address below or alternatively by downloading for the links below. A copy for the holding of departure, transporter (if different) destination and local authority of destination will be required. We requests that copies of movement documents for livestock moving into the area are forwarded to the address below within 3 days of the movement.
