Supplier and Contracts Management System (SCMS)
Leeds City Council, acting in its capacity as host Authority of the Yorkshire and Humber Regional Centre of Excellence (Y&H RCoE), has awarded a five year contract for the provision of a web based Supplier and Contract Management System (SCMS) following detailed dialogue with the participating Local Authorities in the region.
The rigorous and thorough tendering exercise recently completed resulted in the nomination of Alito Limited, Bridgend, South Wales as the preferred bidder and formal acceptance of their submission was made on 11th January 2006.
The innovative SCMS system is available to all twenty two Local Authorities in the region, together with any other public sector contracting organisation associated with the Y&H RCoE that wishes to participate. Access to the site will be provided to all appropriate buyers and suppliers and will in effect be the central ‘core’ database for Local Authority procurement requirements throughout the region. The objective is to make contracting with local authorities in the region easier and more accessible, and to remove many of the obstacles, real or imaginary, in relation to finding procurement information quickly and easily.
Implementation and ‘roll out’ of the system has been undertaken in two phases, with ten Authorities ‘going live’ in June 2006, and the remaining Authorities implementing the system in October 2006.

Ultimately the result of this will be an improvement to frontline public services, thanks to greater alignment of thinking and strategy. We believe that this system will set a blueprint for the rest of the UK to work towards”.
The system will help promote many of the key building blocks relating to collaborative working, standardisation, aggregation and procurement management and will lead to a reduction in existing duplication and remove some of the perceptions that exist in relation to working with Local Authorities.
