The Yorkshire and Humber Plan is the current Regional Spatial Strategy for the Yorkshire and Humber Region. It was issued in May 2008 (current RSS).
The current Regional Spatial Strategy includes a broad development strategy for the region, setting out regional priorities in terms of location and scale of development, including:
- Economic development
- Housing
- Transport and communications
- The environment (including water, minerals and waste, energy generation and use)
- Tourism and leisure
- Urban and rural regeneration
There is a two-way relationship between the Regional Spatial Strategy and other regional strategies such as the Regional Economic Strategy.
Public consultation of the Plan update
The Yorkshire and Humber Assembly, the regional planning body, is now consulting on Spatial Options for the Regional Spatial Strategy 2009 Update. The consultation is from 10 November 2008 to 30 January 2009.
The Spatial Options considers three important questions:
- How many new homes need to be built in the region – looking to the longer-term, but taking account the potential shorter-term impact of the ‘credit crunch’?
- How well can the current Yorkshire and Humber Plan strategy accommodate the growth we need – and yet also deliver sustainable development?
- What opportunities (and in which general locations) could we best meet longer term housing needs in different parts of the Region?
The Spatial Options is a discussion document for consultation, the ideas and options it contains are not firm proposals, but the responses you give the Regional Assembly will help shape the 2009 Update to the Regional Spatial Strategy.

You may wish to come to the following public drop-in session between 5.00pm and 7.00pm to discuss the Spatial Options with Assembly staff on 20 November at the Marriott Hotel, Boar Lane, Leeds, LS1 6ET. No need to register for this event.
Leeds councillors and key stakeholders have received invitations to an event at Leeds Civic Hall Banqueting Hall on 10 December 3.00 pm – 5:00 pm. This consultation event will provide an opportunity to hear from the Assembly staff regarding the proposals and to comment as part of the public consultation. If you wish to attend this event at the Civic Hall you will need to pre register your interest by emailing ldf@leeds.gov.uk by 28 November.
