EASEL (East and South East Leeds) includes the neighbourhoods of Burmantofts, Cross Green, East End Park, Gipton, Halton Moor, Harehills, Osmondthorpe, Richmond Hill and Seacroft. EASEL provides homes for 79,000 people in 36,500 households.
Over the next 15-20 years, Leeds City Council is proposing a major regeneration programme for the area, with the aim of narrowing the gap between the most disadvantaged people and communities in this part of Leeds and the rest of the city.
When the Area Action Plan (AAP) is published after further consultation between the community, Leeds City Council and its partners, the proposals will influence the quality of life and environment for you and future generations. It will provide the overall vision for the area and the statutory planning position to guide the implementation of proposals. It will make sure that the right land and enough land will be available for new housing, greenspace, employment, schools, shops, health, sports and community facilities, and transport linkages.
Earlier consultation
- Work has been progressing since 2005 when ‘Early Issues for Consultation’ was published.
- In Summer 2006, ‘Alternative Options – Looking to the Future’ was published.
- In Summer 2007, ‘Preferred Options' - The Future Emerges’ was published.
Pre-Submission Consultation Summer 2009
The current consultation in Summer 2009 focuses on the changes which have been made to the Plan since the Preferred Options stage. The five neighbourhood leaflets available on this page, explain how the plan has changed for your area.

The Next Steps
Once the Council has looked at all the consultation responses, changes will be made to the map as necessary, and the written part of the AAP will then be finalised. Together these will then be called the ‘Submission’ draft of the AAP. Following this:
- There will be a formal 6 weeks period of consultation in early 2010 linked to the final ‘Submission’ AAP. The Council will only be able to make minor changes following this consultation, and all comments will be sent to the independent Inspector. People may request to attend the Examination.
- The AAP will be submitted to a Planning Inspector in Spring 2010.
- The Independent Examination is then expected later in 2010 followed by the adoption of the EASEL AAP.
