Examination in public
An independent inspector has been appointed by the Secretary of State to hold an examination in public into the Leeds natural resources and waste development plan document (DPD). Details of the examination can be found on this page, which will be updated regularly as the examination progresses.
New 24 May - Post Submission Changes Consultation
The Council is now publishing Post Submission Changes and Addendum to the Natural Resources and Waste DPD Sustainability Appraisal that considers the Post Submission Changes.
The changes are available for comment from Thursday 24th May until Thursday 5th July 2012 (5pm).

New 25 April - Consultation on the National Planning Policy Framework
The Government has recently published the National Planning Policy Framework ('the Framework') and Planning Policy for Traveller Sites. Planning Policy Statement 10: Planning for Sustainable Waste Management and its Companion Guide underpin a large part of the Waste Strategy and have not been superseded by this new policy document. Nevertheless, you may consider that aspects of the plan that rely on other national policy statements, which have been revoked as a consequence of the publication of the framework, may need to be revisited.
If you wish to make representations on the matters raised in the Framework document and Planning Policy for Traveller sites as far as they relate to the Leeds Natural Resources and Waste Development Plan Document examination, please respond to the Programme Officer by 8 June 2012.
Hearings
The hearings opened at 10am Tuesday 15 November 2011 in the Sullivan Room at Leeds Town Hall, and ran for three days. There was not a Pre-Hearing Meeting. The inspector scheduled a round-up session which took place on Wednesday 7 December, also at the Town Hall. This roundup session was primarily a meeting for the inspector and the Council to discuss matters he asked them to re-examine after the hearings sessions, but it was open to participants, and for the public to observe. The Council and participants have issued several documents in response to the inspector's request, ED14 - ED16 which can be viewed on this page, as well as an Agenda for the session.
Exploratory meeting
On Wednesday 5 October the inspector held an informal exploratory meeting with officers of the Council to clarify their intentions over setting targets for apportionment of aggregates. The minutes of this meeting and a follow up letter have been added on this page.
Inspector
The Secretary of State has appointed Mr Melvyn Middleton as the inspector for the Leeds natural resources and waste DPD examination. His role is to test both the legal compliance and the soundness of the DPD.
Programme Officer
The examination process will be administered by the Programme Officer, Carmel Edwards. Ms Edwards is independent from the Council and works directly to the inspector. Any correspondence or queries relating to the examination should be directed to her. Any post should be addressed c/o Programme Office, Leonardo Building, 2 Rossington St, Leeds, LS2 8HD.
Preparation for hearing sessions
The inspector has now issued his main Issues and Questions for this examination, along with a draft Programme for the hearing sessions. These are now available on this website. A revised version of this programme has now been issued.
Deadlines for further written statements
Any futher statements should be sent to the Programme Officer by Monday 31 October 2011. All further statements should only address the Issues for examination. Details of how to present statements will be found in the Guidance notes, available to download on this page.
Examination Library
The Programme Officer will hold a library of all core documents, including the submission documents and background evidence, representations and any further material requested by the inspector.
