EASEL Area Action Plan - Preferred Options Consultation (LDF)

EASEL (East and South East Leeds) includes the neighbourhoods of Burmantofts, Cross Green, East End Park, Gipton, Halton Moor, Harehills, Osmondthorpe, Richmond Hill and Seacroft. EASEL provides homes for 79,000 people in 36,500 households.

Over the next 15-20 years, Leeds City Council is proposing a major regeneration programme for the area, with the aim of narrowing the gap between the most disadvantaged people and communities in this part of Leeds and the rest of the city.

When the Area Action Plan (AAP) is agreed upon between the community, Leeds City Council and its partners, the proposals will influence the quality of life and environment for you and future generations. It will provide the overall vision for the area and the statutory planning position to guide the implementation of proposals. 

Earlier consultation

  • Work has been progressing since 2005 when “Early issues for consultation” was published. 
  • In Summer 2006, ‘Alternative Options – Looking to the Future’ was published. People were given the opportunity to comment on three options for change: minor change; moderate change and transformational change. 

Preferred Options  – "The Future Emerges"

Comments from earlier consultations, along with further technical work, have helped the Council to identify its preferred options for the future use of land in the EASEL area. Responses to this consultation will be used to help prepare the final draft EASEL AAP. The comments received are available in the Preferred Options Report of Consultation (Sept 2007).

The consultation closed on 30 July 2007.

The next steps

 It is anticipated that:

  • the examination of the draft AAP will be submitted to a Planning Inspector later in 2009, where there will be a further chance for you to comment.
  • the Independent Examination is expected in April 2010, and
  • the adoption of the EASEL AAP is expected in later 2011.
