The City Centre Public Realm Contributions draft SPD sets out the circumstances and basis for obtaining financial contributions for public realm improvements from Leeds city centre developments that require planning consent.  This follows an earlier discussion document published in summer 2005.  The current consultation sought the views of developers, stakeholders and users of the city centre.

An accompanying Sustainability Appraisal document has been produced. It has thoroughly assessed the draft SPD against environmental, social and economic effects which would result from applying the SPD.  The Sustainability Appraisal provides a systematic way for checking and improving on the SPD as it develops.

A separate pre-submission Consultation Statement sets out the details of the initial consultation process in the preparation of the SPD.  It outlines who was consulted, how they were consulted, a summary of responses received and the Council’s response to consultations.

A single page Statement of SPD Matters provides key details about the draft SPD and consultation process.

The consultation closed on 14th March 2006.
