The Core Strategy will set out the Council’s vision for the future development of Leeds over the next 20 years, and is the principal document in the Local Development Framework. The Core Strategy addresses a wide range of environmental, social and economic considerations in order to address the challenges and opportunities which Leeds faces.

Previous Stages of Consultation 

The Council undertook Informal Consultation in late 2006 to identify issues and develop initial options for the Core Strategy. The comments received at this early stage were used to inform and help focus the Issues and Alternative Options stage, which underwent formal consultation in October to December 2007.

Latest Consultation (now closed)

The Core Strategy is shaped by a range of policies, including the Vision for Leeds (Community Strategy), the Regional Spatial Strategy for Yorkshire and the Humber, and national guidance.  Incorporating comments received at the Issues and Options stage and a wide range of other technical work and other consultation with stakeholders, the Preferred Approach now sets out how the Council proposes to manage and plan for the development of the Leeds District.

For the 6 weeks between 26th October and 7th December 2009, we consulted on the ‘Preferred Approach’ stage of the Core Strategy.  This is a further stage of informal consultation prior to working up the document for publication, submission, and independent Examination.

The relevant documents are available to download on the right of this page, including a summary of the main Preferred Approach document, and a leaflet showing the dates of various consultation events.  The documents are also available in libraries and One Stop Centres across the City, and in the Development Enquiry Centre.

Next Steps 

Consultation Responses to the Preferred Approach will be considered and used to work up the final version of the Core Strategy, along with finalising the evidence base and Sustainability Appraisal.  It will be submitted to the Secretary of State (including a formal stage where people can submit representations) and taken through an independent Examination by a government appointed Inspector.  It is envisaged that the Core Strategy will be adopted in Winter 2012.
