The Core Strategy will set out the council’s vision for the future development of Leeds over the next 20 years and is the principal document in the Local Development Framework.
On 23 October, the council published for consultation the Issues and Alternative Options. This was shaped by a range of policies, including the Vision for Leeds (Community Strategy), the Regional Spatial Strategy for Yorkshire and the Humber and national guidance. The Core Strategy will address a wide range of environmental, social and economic considerations in order to address the challenges and opportunities which Leeds faces.
The consultation closed on 4 December 2007.
Informal consultation
The council undertook an informal consultation in the autumn of 2006 to identify issues and develop initial options. The comments received at this early stage have been used to inform and help focus the Issues and Alternative Options.

Strategic Flood Risk Assessment
The Strategic Flood Risk Assessment (SFRA) does not form part of the consultation on the Core Strategy, but is a supporting document. The SFRA is also available on CD and can be viewed alongside the other consultation documents at the Development Enquiry Centre, local libraries and one stop centres.
Next steps
Responses to the Issues and Alternative Options have been considered and are being used to help prepare the Preferred Options document, which is proposed to be published for consultation during spring/summer 2009. This will subsequently be worked up further and submitted for independent examination by a government appointed inspector. It is envisaged that the Core Strategy will be adopted in 2011.
