Suspensions

A suspension will allow vehicles involved in commercial activities to park on pay and display and limited waiting bays throughout the Leeds metropolitan district for longer than the permitted hours. This applies to both on street (public highway) and sometimes off street (car parks).

A suspension can also be requested to park in a Residents Permit Zones during the hours the zone is in operation, see Tradesman’s permitted scheme attached.

There are only specific circumstances where parking places may be suspended. These usually involve mainly building/refurbishment operations but can include activities such as domestic removals, filming, specials events or other commercial activities.

Tradesman's permitted scheme

Parking in residents’ permit zones is restricted during the hours the zone is in operation. If you want to park your vehicle in a residents parking zone you must display a valid permit for the area. If possible you should get a visitor permit from the resident and then hand it back when you have finished work.

Sometimes tradesmen may need to work in permit zones during the hours the zone is in operation or when a visitors permit is not available e.g. when working on an empty property. Dispensation

The council can allow vehicles to park on a yellow line or in a parking bay for a specified period of time where the usual 20 minute loading period would be inadequate and the vehicle needs to park in that  particular location. This is called a dispensation. Obvious examples are for scaffolding, sandblasting work or when cables or tubes run from a vehicle to the face or inside a building and glazing where a glass rack is fitted to a vehicle.
