Performing animals

​​Performing Animals Registration

It is an offence for anyone to train or exhibit a performing animal unless they are registered to do so under the Performing Animals (Regulation) Act 1925.  The Act is designed to cover the use of animals in stage performances, at circuses, as part of exhibitions etc.

You can apply to to register performing animals. Fees applicable to register performing animals can be found on the animal welfare licensing page in the related pages section.

Before applying to register, you must ensure that you have not been convicted under any of the following legislation :-

  • The Protection of Animals Act 1911;
  • The Protection of Animals (Scotland) Act 1912;
  • The Protection of Animals (Cruelty to Dogs) (Scotland) Act 1934;
  • The Protection of Animals (Amendment) Act 1954; or
  • any offence under any of Sections 4,5,6(1) and (2), 7 to 9 and 11 of the Animal Welfare Act 2006.

When considering the application to register, we will take into consideration whether:

  • animals will have access to suitable accommodation at all times, with regard to the size, temperature, lighting, ventilation, and cleanliness;
  • animals will be suitably fed, watered and visited at suitable intervals;
  • all reasonable precautions will be taken to prevent the spread among animals of infectious diseases;
  • appropriate steps will be taken to protect the animals in the event of a fire or other emergency;
  • anyone in contact with the animals should be made aware of any risks associated with such contact;
  • all the necessary risk assessments should have been conducted on the proposed performances to be engaged in by the animals.

An animal welfare officer from the Council will visit the premises as proposed to be used to ensure that they comply with the above. In certain circumstances a veterinary inspection may also be undertaken.

For reasons of public safety, you cannot operate with performing animals until you have obtained registration certificate from us.
