Flyer consents and badges
We have designated areas where free printed material may be distributed with our consent.
The designated areas are in Leeds city centre and the Headingley corridor bound by Grove Lane to the north, Meanwood Road to the east, Kirkstall Road to the west and Crown Point Road to the south. You can download a map with the area outlined in red as a PDF from this page.
You can apply for a monthly or a yearly licence using the downloadable application form. The flyer consent application fees are shown in the attachment on this page. Cheques must be made payable to Leeds City Council and are subject to conditions. We also accept electronic payments. Please telephone 0113 3951765 to make a payment in this way. Our telephone lines are open from 8.30am until 4.30pm Monday to Friday.
You will need to come to our office to pick up your licence in person regardless of how you pay. We will ring you when it is ready to be collected. Badges can be collected between 9am and 4pm Monday to Friday.

Objections may be made to the proposal and should either be in writing addressed to Environmental Services, Distribution Consent, Millshaw Park Way, Leeds LS11 0LS or by email.
We are continuing to deal with the problems of flyers and other free printed materials being illegally being left in resident’s gardens. In particular properties in Headingley have been affected by littering because of flyers and magazines.
A Leeds distributor, who has a valid consent to distribute free printed material, has been fined on two occasions for this offence. The maximum fine for littering any land is £2500.
To ensure you don’t pay the same penalty - follow these simple steps
- Post your flyers or printed materials through the letter box of a property
- Do not leave flyers or printed material outside that could result in littering
