Applications for new premises licences, variations to existing premises licences, provisional statements, applications for new club premises certificates and applications to vary existing club premises certificates must be sent to all the agencies listed below.
You can also contact any of the agencies below before submitting an application to ask them for advice and guidance about how to promote the licensing objectives through your application.

The majority of applications will only need to be sent to the Leeds City Council - Health and Safety Team. Some venues which are Council owned or situated on Council land and some events which may take place on public roads may need to send their applications to the Health and Safety Executive. If you are in unsure where to send your application form from a Health and Safety perspective first of all phone the Leeds City Council Health and Safety Team to check.
NB: Premises licence applications which relate to a boat or water vessel may also need to be sent to the water authority, contact the Entertainment Licensing Section for more information.
