Public sector dwellings

Almost 60,000 properties in Leeds are managed by the Arms Length Management Organisations (ALMOs) and Tenant Management Organisation (TMO). All these have programmes of insulation and heating improvements, and progress is monitored on a quarterly basis.

 The majority of properties which can benefit from conventional insulation improvements such as cavity wall insulation and loft insulation have been improved, though the remainder should be completed within a couple of years. However, a proportion of the housing stock such as high-rise flats cannot benefit from these measures, and so alternative energy saving refurbishment programmes need to be considered.
