Safety at sports grounds and sports ground licensing

The safety of spectators who visit sports grounds for sporting or other events (such as pop concerts) is governed by the requirements of the Safety of Sports Grounds Act 1975 and the Fire Safety and Safety of places of Sport Act 1987. A pop concert held at a sport stadium would also need a 'premises licence' from the licensing section.

Large complex buildings used for major sports events and with a capacity of 10,000 or more spectators, require a Safety Certificate under the Safety of Sports Grounds Act 1975.

Smaller sports grounds, with covered stands and a capacity of 500 or more spectators, require a Safety Certificate under the Fire Safety and Safety of Places of Sport Act 1987.

We issue five different licences

  • Elland Road
  • South Leeds sports complex
  • Headingley cricket ground
  • Headingley rugby stadium
  • Wetherby racecourse

We will advertise the application to invite any objections or comments from residents or potential spectators.

We enforce this legislation within Leeds metropolitan district and work in partnership with other agencies, such as the police, ambulance and fire services. If you want to apply for a safety certificate or would like any further information please contact
