Private sector housing renewal policy

A policy introducing new ways of dealing with private sector housing was approved by the council on the 9th July 2003 following the legislative changes introduced by The Regulatory Reform (Housing Assistance) Order 2002.

Under the new policy, the previous grant regime operated by Leeds City Council has been replaced by a combination of loans and targeted grant assistance aimed at helping the most vulnerable groups to support, repair and improve their homes.

Disabled facilities grants have not been affected by the changes and are still available to help people adapt their homes to take account of their individual needs.

This policy is designed to support private home owners and residents in Leeds and has links to national, regional and local priorities.

It also includes how we intend to review and assess housing conditions in the area to help determine which properties are unfit for occupancy or are abandoned.   The policy is based around the vision of creating decent homes in decent neighbourhoods.
