We have been selected as a wave one authority for the Government’s Building Schools for the Future (BSF) Programme. Wave one of the Leeds BSF Programme involves the creation of a Local Education Partnership Company (LEP) to take responsibility for the re-building and refurbishment of 15 Secondary Schools, procured in five phases. 

BSF wave one comprises of six schools through PFI and nine schools through traditional design and build.

The capital value of this investment is valued at close to £300m including ICT investment through a separate strategic partnership.

The contract was signed with Environments for Learning (E4L), a consortium comprising Interserve, Barclays Private Equity and Mott MacDonald on 3 April 2007.

Phase 1  

Phase 1 of the project includes six secondary schools.

This phase comprises the rebuilding of four existing secondary schools through the private finance initiative all complete and operational and the refurbishment of a further two schools through conventionally funded design and build.

The first three schools in Phase 1 were operational by September 2008 with the other schools to be completed between September 2009 and 2010.

Phase 2  

Phase 2 of the Project comprises of four schools.

This phase of the programme includes the building of a new secondary school (following the amalgamation of two existing secondary schools) Swallow Hill through the private finance initiative (now operational) and the refurbishment of three existing secondary schools through conventionally funded design and build. Priesthorpe and Crawshaw are now in completed with Farnley Park on site.

The schools within Phase 2 started to become operational from September 2009.

Phase 3  

Phase 2 of the project comprises three schools:

This phase comprises the refurbishment of two existing secondary schools, which are voluntary aided schools, through conventionally funded design and build and these are programmed to be completed by late 2012. Corpus Christi and Mount St Mary’s are both on site.

Phase 4  

Phase 4 of the Project comprises of one school

This phase comprises one new build design and build school, the Leeds West Academy. Construction completion is anticipated for August 2011. This project is now on site.

Phase 5  

Phase 5 of the Project comprises of one school

  • Parklands Girls High School

This phase comprises the redevelopment of Parklands girl's school, the full scope of which has yet to be determined.
